World
Bank consultations
Between
1999 and 2005, more than one third of the World Bank’s Multi-Country
HIV/AIDS Program (MAP) financing was channeled to the support of
civil society organisations. The World Bank is carrying out an evaluation
of the results achieved by community interventions in a group of
selected countries in Sub-Saharan Africa, Asia and Latin America.
The UK Consortium on AIDS is currently contracted
to coordinate a peer review consultation in June 2010 and was earlier
contracted by the World Bank to organise two related consultative
meetings in London.
Peer review consultation, June 2010
The World Bank asked the Consortium to coordinate a peer review
consultation of two descriptive studies, ‘Typologies of Community
Response’ and ‘Review of Flow of Funds'. These will
be circulated globally, the results consolidated and submitted to
the World Bank together with an acknowledgement of all those taking
part.
The first paper, ‘Typologies of Community Response’
(click here
to download) anticipates a mapping exercise the World Bank want
to undertake, with a particular emphasis on documenting community
responses to the HIV pandemic. The bulk of the paper is an exploration
of the territory to be covered with a few central arguments, notably
"there is limited evidence, based on robust evaluation, about
which community responses are most effective, efficient and sustainable".
Most importantly, the paper goes on to propose a framework of questions
to be used as a basis for capturing information.

World Bank Consultation Meeting: 4
and 5 November 2009
The second consultative meeting facilitated by the Consortium for
the World Bank Evaluation of Community Responses to Global HIV and
AIDS programmes. The meeting took place at the Department for International
Development (DFID), in London. It took the form of a peer review
of discussion papers on evaluation methods and techniques. This
meeting was made up of invited participants coming from UNAIDS,
the Global Fund, and research institutions and programmes from four
African countries.

Bank Consultation Meeting:
15 and 16 July 2009
The first meeting focused on sharing the evaluation plan, clarifying
the evaluation objectives and discussing feasibility issues. The
second meeting will have a strong technical focus. Selected evaluation
specialists and researchers will be invited to review and comment
on the technical and methodological aspects of the evaluation. The
intention of both meetings is to share knowledge not create a financing
mechanism for evaluation activities for civil society organisations.
