Indicators review
What is UNGASS reporting?
In June 2001, all 189 UN Member States adopted the Declaration of
Commitment on HIV/AIDS. It reflects global consensus on a comprehensive
framework to achieve the Millennium Development Goal of halting
and beginning to reverse the HIV epidemic by 2015. The Declaration
calls for careful monitoring of progress in implementing agreed-on
commitments. To facilitate this, the UNAIDS Secretariat collaborated
with national AIDS committees, UNAIDS Cosponsors, and other partners
to develop a reporting system. The system which requires countries
to report every other year, has evolved over time with additions
and subtractions to the indicator set and modifications to some
indicators.
Why are we reviewing
UNGASS indicators in care and support?
In 2011, it is expected that the UN General Assembly will assess
progress made in the decade since the Declaration of Commitment.
In anticipation of this, the international HIV Monitoring and Evaluation
Reference Group (MERG) has agreed that a review of the UNGASS reporting
system should be undertaken. The review has been divided into four
different focus areas: prevention; treatment; care and support;
and the enabling environment.
The objectives of
this review are to:
1. Assess whether the existing core indicators adequately cover
the critical issues for which regularly reported data are required
at the global level
2. Assess whether the existing core indicators are defined in such
as way as to provide high quality directly comparable data across
countries
3. Identify any alterations needed to the set of core indicators
for global reporting
Submit a proposed revised set of indicators with explicit rationale
for the revisions to the MERG
How are we reviewing
UNGASS indicators in care and support?
The review of indicators in each focus area is being taken forward
by a UN agency and a civil society organisation. UNICEF and the
Care and Support Working Group of the UK Consortium on AIDS
and International Development will co-lead the revision
process in the area of care and support.
UNICEF and the UK Care and Support Working Group
are committed to a consultation process that aims to maximize input
and buy-in across key stakeholder groups. We will hold a workshop
with a key stakeholder representative group with the aim to select
the most appropriate UNGASS indicators in the area of care and support
(in non-clinical settings and in accordance with agreed criteria).
The 2-day workshop will take place in London, UK on Tuesday 10 August
– Wednesday 11 August 2010.
We will also undertake a consultation with a broader
stakeholder group through an on-line survey and feedback with the
aims to identify key information needs at the global/national level
in the area of care and support and obtain buy-in for the selected
UNGASS indicators. These consultations are planned to take place
during July-August 2010.
